I have really high latency and I see no reason to play online without more people.
I just want to enjoy the story and play alone ... how do I turn offline mode like in steam / origin?
Is this possible? if not then please do explain to me why there isn't.
There isnt offline mode for pc, this is to prevent people from hacking and getting access to all the code.
Console has offline, they also have hackers galore.
Pretty much a exact representation of Diablo 2, Open battle.net has the hackers, closed has the legits.

There is no Skype contact for Blizzard. Diablo 3 for the PC has no offline mode and they are not going to make one.
1. Like any for profit company, they want to prevent piracy of their game. Online only does prevent that.
2. As Ansem said, it prevents anyone from having access to the actual code to mod, hack, or dupe items or characters. (No, it does not prevent botting because a bot runs on the player PC and mimics game input. Bots don't touch server code) This means items and characters do not have modified stats.
If you have connection issues you might want to troubleshoot that, or maybe select a different game that does not require an internet connection to play.

I paid a lot of money for a game I can't play and I have the rights to make a refund for a damaged product.
I've read on the forums many other people having this lag issues , many don't mind because they have all the day to play diablo 3 but some of us don't.

Blizzard does not have an email address for Support issues so you have not been emailing them. Or if you used an old email, that is why it never got answered.
They use a Support system that has several options, depending on what you need help with. Options are a Ticket, Live Chat, and Phone Callback. The last two are usually for Billing and Account Support (password/email change/locked out). The button for Support is at the top right of the website.
The servers overall are not laggy except in higher Grifts with some skill/gear/spell combos. That is something Blizzard needs to fix. Otherwise, if you have lag it is usually somewhere between your home and Blizzard. There are over 10 physical hops your data takes and there can be issues anywhere along that route. Home network, local ISP, internet backbone, etc.

No they are right, just because your playing some other game doesnt mean the data goes to the same place. I could go play GTA 5 and have zero lag, come on here and get constant disconnects. The only time something like this happens that its widespread is if theres a bug somewhere or if blizz is getting ddos. You can find out if the problem is wide spread by comming on the forums and looking for multiple threads of 'getting dced, cant login' etc.
So as the fast kitty says, its BETWEEN you and blizz thats the problem, theres ways of finding out where its at but there isnt too much you can do but wait it out. Blizz might actually request you to run the tests then post your results for them.

No, that is not how the internet works. It is not just your house and Blizzard's servers. Just because one game site has issues and another does not, does not mean one of your hops on the way to Blizzard does not have issues. It just means your other games don't go through that hop. It is not usually your side (as in your PC/Network/local ISP), nor is it usually Blizzard. It is usually one of the third party peering companies having congestion or wacky routing along certain routes.
Is this possible? if not then please do explain to me why there isn't.
Blizzard fail to add it to the game.
Alright I'll see if I can fix this issue first, if not I hope they'll let me refund the game.

This is not an exact representation of D2, and I wish people would stop spreading this stuff around.
D2 had singleplayer, lan/open Battle.net, and closed Battle.net. Lan/open used the save files on your computer. Closed Battle.net used save files that were inaccessible to the player, which is very similar to how D3 currently does it.
D3 on console has no closed servers simply because Blizzard didn't make any for it. Save files are accessible by players and thus cheating is easy.
D3 on a computer is closed only and thus save files are inaccessible to players, making cheating difficult (but not difficult for a bot).
The whole argument of open versus closed is misunderstood by most people. Blizzard only said that by having everything serverside, the important code (not save files) was hidden from players and thus it was harder to find a weak point and exploit it.
Despite all the security Blizzard has added though, there is always some kind of exploit. D2 had a lot of bugged items and dupes on closed Battle.net, where players couldn't access save files. D3 has had it share of dupes and various exploits (all fixed). The difference between the two are simply the times, where better programming standards prevent D3 being D2 in all of its flaws (except bots of course).

I would love to play it on line but I simply cannot, you guys are telling me that you don`t care, and just find another game to play.
Disappointing
will be asking for refund, 7 hours of playing time, most of the time just alt-tab afk because total of 3 days of searching for latency solving threads. sounds like blizzard has limited capability to help.

All new Blizzard games have listed 'Internet Connection Required' as part of the System requirements for 10 years now. Most of their games now specify Broadband required, not just basic internet.
It is unfortunate you did not know that. In the future, when you discover that you don't meet game requirements you may be able to work with the store or manufacture to get a refund. They usually require that it be done rapidly though.
